Han transcurrido más de siete años desde que leí por primera vez el siguiente parráfo:

"While most developed nations are members of IUPAP and participate in its programmes, a remarkable number of developing countries (more than 50%) are not. These countries are unable to benefit from being part of an international forum, which enhances their isolation still further. "

Para mis adentros, yo me dije: "seguro que Venezuela no está en ese 50%". La verdad estaba muy equivocado, ya que al revisar la lista de los países miembros de la IUPAP en 2005 no encontré el nombre de Venezuela.

Siete años después aún seguimos sin ser miembros de la IUPAP a pesar de haber notificado a miembros de Sociedad Venezolana de la Física y de la Academia de Ciencias Fisicas, Matemáticas y Naturales, y de enviar muchos emails al respecto.

Para el 2009, Venezuela tampoco estaba representada en la IUPAC, la Unión Internacional de Química Pura y Aplicada, una organización de corte similar a IUPAP, pero ya lo está http://www.iupac.org/anao aunque en estatus de observador, lo cual, presumo, puede que se deba a que no han tramitado el pago correspondiente.

El éxito en el quehacer científico depende de muchos factores como la educación, motivación, cultura académica, relaciones internacionales- entre científicos de diferentes partes del mundo y entre las instituciones que los representan-, disponibilidad de recursos económicos, creatividad, experiencia, y un poco de suerte. Ahora, la responsabilidad principal de velar por el estado de la Física en Venezuela es de los físicos venezolanos y de nadie más.Si los físicos no nos preocupamos por temas como el pertenencer a un organismo internacional como la IUPAP nadie más lo va hacer.

Abajo copio la respuesta que me envió la IUPAP en el 2005. En siete años algunos detalles del procedimiento para hacerse miembros pueden haber cambiado.

Si el problema para no actuar es la falta de dinero, al menos se pueden cumplir con los otros requisitos y enviar una carta de intención solicitando un estatus de observador mientras se ve como se hace con el pago de la membresía.

Dear Jose,

IUPAP would welcome an official request for membership from Venezuela. If I receive a proposal from Venezuela by September 1, this request could be acted on at the General Assembly that will take place in Cape Town, South Africa in October. Please see http://www.saip.org.za/iupap/ga2005/index.html

As part of the official request, IUPAP would need to receive the following things:

1. Name of the region that you represent: Venezuela
2. Official adhering body: For most members, this is the National Academy of Sciences, but for others it the national physical society or a national research council.
3. Organization of an official Liaison Committee in Venezuela with its composition and names and contact information of leaders: It would be good if this included representatives from all 4 institutions that give PhDs in physics.
4. Official body that will be responsible for paying the dues with names and contact information for at least one person in this group: This might again be the National Academy of Sciences or some government office.
5. A short description of the physics activity in your region: what areas of physics are active? What are your particular strengths? How many places is physics actively pursued?

Usually new members join with one share. Member dues for each share in 2005 cost 1850 euros. The number of shares that a member has determines the number of votes that it has at the General Assembly. One share gives one vote. You should let me know if one share would the right number for you at the present time.

If Venezuela applies for membership, IUPAP will invite a person from Venezuela to attend the General Assembly as an observer. Once your membership is approved, Venezuela will become a voting member as soon as it pays its first dues. It will then have the opportunity to nominate physicists for officers and commissions.
